iMS does not use the MIME tag, ColdFusion does.

You will see memory usage go down over time when the server is less busy.

No, it won't.  That setting is for the iMS server to tell the remote server the 
maximum allowed message size.  The remote server can ignore this and then the iMS 
server will still receive the entire message.  The message is spooled to disk and not 
RAM, however.
