Howie,

Than the SMTP service needs to be controlled because rather than having the
RAM go down what happens is that the server looses memory and concks out.

What are some very concrete ways to control memory usage by SMTP service?
Because, in your previous email no viable solutions were specified.

iMS does not use the MIME tag, ColdFusion does.

You will see memory usage go down over time when the server is less busy.

No, it won't.  That setting is for the iMS server to tell the remote server
the maximum allowed message size.  The remote server can ignore this and
then the iMS server will still receive the entire message.  The message is
spooled to disk and not RAM, however.
