Are you saying admins will block the servers of the list cleaning service?
If they do not, will the procedure create false negatives?

That was not my customer's problem. We were at the other end: To remove as
many bad addresses as possible without doing it manually one-by-one. Their
problem was that 2300 messages had bounced on one mailing. This flooded a
poor secretary's mailbox and made it unusable over a modem connection. The
list cleaner deleted 722 addresses as bad. Whether or not any are false
negatives I cannot say. Just looking at the numbers though, the numbers
themselves do not suggest there are false negatives, as would, for example,
a list cleaner that claimed 4,000 bad addresses when only 2300 had bounced
after an actual mailing.
