Older versions of iMS would not flag a temporarily failed recipient as a permanent 
during the last retry - this behavior
has been changed in the latest version.

If you set FAILTO="NULL" and WARNOTO="NULL" then you won't see these.

These are mails where there were no valid recipients.  For example, the recipient was 
joe@aol instead of [EMAIL PROTECTED]
