I want to restrict the amount of emails a user
can send over time (haven't decided if within
a day or over a week, month, etc.). If it makes
it easier for you, you can use the daily example.
ie: John Doe can only send 5,000 emails a day.

If the mail is going into the queue from cfx_imsmail then you can control
the daily usage via your templates.

If I had a better idea of the type of mail that you are talking about then I
might be able to provide a better answer.
