But a number of the headers are headers that I explicitly included in the CFX_IMSMAIL tag call. Both of the two log entries from the previous email are from the same call to the CFX_IMSMAIL tag. I added these headers below. Should not expect to get those headers back in the DATA.CFM template?

Simple, not all mails will have the same headers. Some will have more, some less. The first example in your log had a bunch of MTA-specific headers and some MIME stuff which the 2nd one doesn't. The 2nd example isn't missing anything vital header-wise.
