And I believe when using CFMX, the IMS installer registers with CFMX by editing the neo-runtime.xml file. Thats how it happens and I am sure Howie can confirm this for you.

Its not just a coincidence that this has happened twice on multiple machines, immediately after running IMS installers. And the portion of the XML file that is corrupt is the portion that contains information pertaining to the IMS entries.
