It means that there was no smtp server listening at that address.  This means that the 
smtp server is down or port 25 is being blocked somewhere.

This situation is not considered a delivery attempt since the connection to the other 
server was never actually established.  Usually, when a problem like this occurs there 
are other email servers designated in the MX for the domain.  In this case there are 
two other servers designated for this domain and iMS should then attempt to send the 
mail to one of those alternate servers.

Currently no.  If iMS cannot connect to any of the designated servers then the mail 
will be retried and ReportPostStatus is not executed.  If you need ReportPostStatus to 
be called in this situation then we can add this functionality in a future release.
