Under the Anglican system, the archbishop *does* have the power to permit or veto visiting preachers in all parishes within the diocese, which is pretty much what they'd classify it as were Hubble to speak from a pulpit.
That doesn't, of course, stop parishes holding parish meetings and inviting Hubble to speak at them. But that doesn't carry the authority of god's word, as the pulpit does ;-)
