Yeah, this was our theory, too. And it is almost certainly up somewhere
on the AEC website, but it is very definitely not easy to find.  Bruce
(who has been working for the AEC on and off for several years now in a
variety of capacities) couldn't find it, and I just spent five minutes
looking and couldn't find it either.
