The "scan rates" in the online Guide are vertical refresh rates.

one guesses that the useful Horizontal rate for the Dell LCD panel are
31.5, 37.8 and 48.4

On my Debian system, I just installed the XCOM package per directions 
using the included XF86Config file and 
X windows came up fine at the highest resolution.
Cycling to the lower resolutions is accomplished 
by holding Ctrl Alt Fn(marked in blue) 
and touching the +(in blue)
    which is the ordinary  ;  key
To me the highest resolution is most comfortable to use.

That's facinating because my online guide does not have the VideoModes > 
Graphics section.  I can go down to "Display" (Which shows up as 13.3 Inch 
Display or 12.1 Inch Display, [2 choices]) and then gives you A screen 
showing width, height, etc.  There is a "Video Modes" Section that I can 
get to by going a bit deeper but all that gives you is what Scan rate (in 
Hz) by video mode (320x200 is at 70Hz).  But this is useless unless you 
have the vertical and horizontal scan rates, shown in most manuals like 
this:

Vertical: 50 - 90
Horizontal: 45 - 110

Those numbers do not show up in MY users manual...do they in yours?
