I tried several times, but I was unable to read it that way at all.

What he said was that it's subject to change (ARC review would
logically be one source of change, but there are many), and that
instead of the "black" development that Sun has done in the past --
where the development team hides behind a firewall and doesn't bother
showing the work in progress, or pays only lip service to it -- this
team is actually throwing half-finished items out there for you to
work with as you see fit.

How that could possibly devolve into an assumption that it'll all pass
ARC review cleanly or that it merits sarcasm looks confused to me.
