I'm seeing the same behaviour on build 111a. I've tried changing the two environment variables that you mentioned, but they just change the time it takes for the command to time out. Even setting them to relatively high values doesn't have an effect for me. It never gets past 0.01MB downloaded. Installing new packages works fine.
It seems to be trying to download the package from the release repository. I was under the impression that this only contains build 111b, so wouldn't IPS need to go to the dev repository (my preferred one) to get the build 111a SUNWckr package in order to fix the installation?
