This known issue has already been resolved in a newer build (2009.06):

Unfortunately, I don't know if this fix was ever made available for
2008.11 users.
To ensure you have the latest version of SUNWipkg, execute this command
and try your operation again:
pfexec pkg install SUNWipkg
Your best option would be to perform a clean install of 2009.06. If you
are unable to do that, please escalate this issue through your support
contact.
