As a test I granted administrator rights to the account that is running Instiki. Still getting the expired fragments so don't think its a fileaccess right issue with the OS.
What is the issue?You save an edited page, and Instiki expires the caches for that page, and for all the pages that link-to or include that page.
I'm having a hard time figuring out, from the discussion here, exactly what the bug that is being reported is.
