FWIW, this refers to the existing draft in the intarea about tunnels,
which is being 'revived'. I just confirmed with Mark Townsley, and he
and I are revising that one shortly.

No, that is not correct - the draft we are considering accounts for all
environments in which tunnel ingresses and egresses may be deployed.
