I surpose, but if they were worried about audience majority (Win XP, Vista, Seven) they could have just did the same thing they did in the first one (both DX9, DX10), I just think they wanted to release it as soon as possible even if that meant cutting a few corners, I hope they don't start following the all to familiar trend of releasing half-cooked games (everything being there just not being used effeciently or at all).
