During my search of the regkey when I was in the process of sigma 3.0
( make note , I tested on my laptop with have the 960GL chipset wich
is classified under Mobile 965 express( or X3100 ), the only drivers
that have let me edit this value right from the graphic properties
( those of windows, not intel ) was the default Win 7 WDDM 1.1
( Windows provided drivers, not intel ).
Setting the H.A to off for games running in OpenGL were given a boost,
tho DX games started going slower. I've guessed it had to do with an
optimization of the pipes between DX and Graphic card ( be integrated
or dedicated ).
As many have said, this value is not really usefull for latest Intel
provided drivers as the value is not present, and even adding it
manually doesn't make any noticeable change ( maybe it is now
automatic and set itself to the best value possible when required? ).

There's a lot of actual registry settings that you can change to get
( at least with my chipset ) somewhat of a more fluid rendering when
playing recent games ( tested with Heroes of Newerth, League of
Legends, WoW and Warcraf 3 and last but not least, opengl game Worms 4
Mayhem )
