As a rule of thumb, if a game only runs on SM3 gpus, it's because it
runs a SM3 pipe, so even if you could run SM3 apps with SM2 or lower
gpus, the game would have SEVERE glitches, most likely would crash or
just refuse to run at all.

Bottomline, that's not a good idea. On the other hand, better OpenGL
implementation is viable and can be more useful, as intel igps can
handle OpenGL 1.5, for instance, and quite some 2.0 apps at reduced
settings.
