Basically you want to keep things are simple and optimized as possible
when it comes to audio. The choppy sound might be a result of the
hardware resampler that does a messy job. Also, check the option to
give exclusive control to an app. If possible, disabling windows
sounds also helps, or if you have an onboard chipset installed at the
side of your SB Live, you could route the sound effects to it, and
only use the SB Live for your purposes. But it's simpler to just turn
off windows sounds, they affect bit-perfect playback, but that's
another story :)

Just like the whole EQing deal, if you want to do it, try to do it
closer to the hardware. For instance, you should never touch the
horrible wmp EQ, it just plain out sucks. Using Creative EQ would be a
much better option. I basically only rely on either the soundcard's EQ
or if I use pro audio EQ versions, but that requires real audio
players, not mixed players like wmp or itunes.
