i believe that he use power saving mode in Windows 7, if he is using win7...

any form of underclocking is good as low as its not too low...atom 800MHz
with power saver is indeed ok but as long as it does not stick that way when
it needed more power, (flash video for example)
also in windows 7 power saver mode, it does increase cpu clock if it needed
more power, for example, folding do require more power sometime in the
folding process, so it does increase a little cpu clock in order to
compensate the needs...

again for an atom to be in 800MHz is ok for power saving and as long as u
does not use it for heavy process, then its all right :)
