An Atom cpu running at 1GHz is no reason to worry regarding heat, unless the exhaust vents are blocked for some reason.
Enabling tighter power savings can also reduce temps, there are plenty of settings to change. Though, that will severely increase latency, which also happens on the balanced profile, as the power shifts make a significant DPC mess.
