Hi Laura,
I assume a leather funnel is a funnel used to make the inmates eat as much
food as possible. I think the consequence might be that the prisoners might
"confess" their "crimes" afterwards as they can not bear eating anymore
through the funnel.
It is not very funny but I do not think I am very far from Truth.
