It depends on the market conditions in your country and in how well
positioned with this particular customer. In Costa Rica the market is very
tight and still some people manage to charge above average rates.
When I charge per page, I make an estimate of words per page and set a
price. Also, when there are just a few words in a page, I set the price
according to a minimum --- no matter how many words in a given page. You do
not mention if you have to work in special formats; if so, that takes more
time than merely translating a few words, therefore, it is customary to
charge the typing/setting/page designing.
