"CIS" does not mean "Confederation of Independent States... former Soviet
republics which decided not to secede". Nothing could be further from the
truth.

"CIS" stands "the Commonwealth of the Independent States" and comprises the
following independent, sovereign states (which USED to be Soviet republics,
but DID secede):

Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova,
Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.

It is true that Belarus, under President Lukashenko, now wants to re-join
the Russian Federation, but it is still an independent state and NOT a part
of Russia.
