I installed the latest beta and opened up notifications. I then created a new item, SNPP notification. I set the IP address (216.169.0.223) and the ID name of the pager user (Mike Lieberman)* to whom the page should be sent. I clicked on test notification and got the dialog box informing me of Mac OS error 23008. I closed the box and closed the new notification window. The program never stopped running.
