We put quotes around the account name in IM and it worked. The basic
SNPP RFC does not support User Ids with spaces and the code we are using
extended the could to allow it.

OK that took me forward. The default port for SNPP based on RFC is 5100
and that's what I though you would be using without specifying one.  A
clear mistake on my part.

Here's what I am getting from the Debug output in IM.

And then here is what my paging system is telling me (the first on is a
standard page that came in from another system, the rest are from IM:

Please check the event log to see if the SNPP notifier is connecting to 
the correct host and TCP port number. To specify the port number for 
the SNPP server, specify the SNPP server as "host:port".
