When you issued the HTTP request by hand, did you include the "Host:" line? InterMapper's request is of the following form. (For testing, you can probably ignore the User-Agent line.)
GET / HTTP/1.0 Host: www.elevate.org
This should elicit the same response as InterMapper's HTTP probe. (You probably did this, but I just want to double-check.)
