I'm guessing there is an older "mimetypes" file in that directory that doesn't include a mapping for .js files.
There should be a newer mimetypes file in the BuiltinWebPages.zip file. (If you don't customize your web pages, the BuiltinWebPages.zip file should be the only file in the "Web Pages" directory.)
