I'm not suggesting anyone be forced to do anything.

But:

<?xml version="1.0" encoding="UTF-8" ?>
...
<%= $this->that; %>

Looks neater than:

<?= '<?xml version="1.0" encoding="UTF-8" ?>'; ?>
...
<?= $this->that; ?>

Hence my suggestion.
