If that's what you mean by LTS, then discussing it is meaningless, as
nothing here depends on us - the users will do it regardless and against
out advice anyway. So why bother? Anything can be LTS.
BTW, what do you think "LTS" means? Especially the "S" part?

For many of us, the 5.2 branch HAS been the 'long term stability' version of PHP since our essential extensions were dropped from PHP5.3. For those people who would have difficulty replacing their current windows apache installation perhaps because it's provided as part of their hosting, then simply maintaining 5.2 as an available branch is important to them. Any dangerous security issue should be sorted because they have no chance of changing to a later build through no fault of their own.
