I don't follow your reasoning.

I see nothing wrong with an internal webserver to support an entire 
website that is largely driven by CSP.
This limits adverse system impact and makes sense, imo.
Using Apache is a waste of memory and CPU resources when a simple COS routine 
is all you need.
