I think the problem is that users will then want to do lots of stuff with this Web server in addition to serve CSP. Like standard security, CGI, ActiveX and whatnot. Hence putting ISC in the position of having to support a Web server, when in fact they are moving *away* from it...
Using Apache is a waste of memory and CPU resources when a simple COS routine is all you need.
... and are indeed bundling the very Apache with 5.1 and dropping 1972 as Web server altogether. At least I read it here a couple of months ago, from Bill.
