ok, so done some more experimenting, 
I tried the replacement of single quotes with double quotes - no 
difference 

I tried replacing the extension " .INC " with " .CSP " - thats it !


I thought it was something I did, so I created a very basic file

<html>
<head>
<title>Test Include</title>
</head>

<body>
<h1> this is the main body</h1>
<csp:include page='Include/InsideInclude.inc'>
<csp:include page='Include/InsideInclude.csp'>
</body>
</html>

then inside the included pages, I simply had one line 
either
<H1>inside the .INC</h1> 
or
<H1>inside the .CSP</h1> 


its ONLY the CSP extension that is included.

and as you can imagine, to identify an "include page", all of my pages 
and include calls are ????.INC 

seems like intersystems has broken it between 5.0.5 and 5.0.9
I will raise it today.
