I've been working with an application similar to the one you are asking for, developed by me 4 years ago.
Something very uggly, but functional, to talk to an alcatel system in Mozambique.
These kind of equipments, SMS centers, have a special interface to write/read messages.
What you have to do is as simple as this:
"Create a connector/interface" to each equipment you deal with and, of course, the application to do what you need (store, send, ack received, etc...).
It's not as complicated as reading and process the CDRs.


It works exactly like a listener: connect, fork, map to port, wait for new connection.

You have to be careful about "privacy". There are some privacy concerns you have to take care. i.e. you can not store a message that is not your's more than "x" days.

I made the tests using C language, no database read/writes, proprietary system with proprietary interface, but the subject is not so diferent now.
