60 messages per second of 160 bytes each isn't going 
to choke Cache'.

That's not really very much.
As Kevin said, there's enough time to check whether the phone is active or 
stolen and whether the recipient has blocked the sender.

It's not like there are 200,000 distinct users in one hour.
You get a computer with 2 Gb RAM, and let it fly.
1.000.000 messages per hour doesn't seem unrealistic.

If necessary, there is room for three processes here:
One to receive messages, one to validate messages, and one 
to transmit messages.
