hmmmm.
I had to rebuild the security - data disks were win2k security, and sys 
disk was winxp. I reset security at share and file level and checked 
and forced a reset on the csp directory (and subs) - including re-
setting the owner. I need to re-check the individual security of the 
Java files and go from there. thanks for the hint.

It was to do with the sun Java virtual machine. I installed the 
Microsoft jvm after a long search for it and then told IE not to use 
the sun jvm in advanced settings. works ok now. </snip> but I thought 
Java does not ship with XP, I know I have installed the latest Java 
runtimes, perhaps there is a clue here
