The IOIO v1 was never designed to operate as a USB device, only as a USB
host. Are you sure this is a IOIO v1 that you have? Can you send a picture
of your connection, since I find it hard to understand what you're actually
doing.
Where did you buy those IOIOs from? It is possible that you have damaged
hardware. The trimpots should definitely not turn all the way.
