Right or wrong, it is actually not as different from what goes on as you'd expect: lots of apps (especially on iOS) charge for export or specific file formats. Some programs charge per export. I'll bet that many demo versions of apps that don't export include EULA terms like this. You can distribute your content any way you desire. However, the "export as iBooks" option is not free. It requires a 1/3 fee to Apple. You can take your text and media and layout and put it in another tool. Proprietary software restricts your freedom.
