Unless the phones have been unlocked, you can't just put an italian SIM card in. If the iPhone 4 is at/near end of contract, you may be able to get it unlocked by ATT at no charge, but the 4S they won't do. You can get also a cheap phone(s), and get Italian numbers, so you can call each other over there. Italian SIMs should work in the iPads, if you need data and can't find free Wifi.
Siri will kind of work. May not be able to help with directions, if you're asking in English… Don't know about Italian carriers. Maybe someone else can chime in on that.
