The second iPad mini is behaving the same way.  Have not tried to re-activate 
it yet as we are trying to remember what my wife's iCloud password is.

I suspect this is related to it having been a beta of iOS 7 (was using the 
devices to test apps and to familiarize myself with iOS 7 for my app dev work).
