Like you, we have had numerous SIMless iPhones (4S's and 5's) and iPads that we used for development purposes and had them loaded with the various iOS 7 betas. But unlike you, there was no issue with upgrading them to the iOS 7 GM. I suspect the activation messages are due to your still having iOS 7 beta on the devices. I remember having this issue with running iOS 6 beta on the devices after the iOS 6 GM was released. After upgrading to the GM there were no such issues.
