Setting up voicemail is handled via your carrier. The password it is asking for 
is not your iPhone or iTunes password, but the voicemail system PIN.

Normally on an iPhone, depending on carrier, you will not need to do anything 
but set the greeting.

Have someone call you and leave a message. See if the message shows up in the 
voice mail section. If so, you’re done. If not, call your carrier.
