What's in dmesg?

Does using 'pnpacpi=off' on the kernel command line help?

Did you patch the kernel with the patches at http://openipmi.sf.net
for 2.4.x, or use a stock kernel that doesn't have those (necessary)
patches?

The PE2850 does indeed use KCS.
