I've seen similar probles with Intel BMCs.  I suggest to play with the ARP 
settings.  Try to disable GARP.  If that does not work then play with the
GARP interval.  

Which switch are you using ?  Some switches are rather dump and don't 
handle the BMC's GARPS well.  Check out what's happening on the switch
in terms of port mapping.  It's quite possible that in your case the 
switch is dropping the BMC traffic.
