There was a draft proposal for another type of routing header at one time,
but I don't think anyone is pushing it at the moment.

Yes, it is permitted for a single packet to carry multiple routing headers,
either of the same type or different types, though I would expect that
to happen very rarely, if ever. (In other words, an IPv6 node must be
prepared to handle such a case properly, but need not optimize its
performance.)
