The last paragraph of section 4.1 discusses the general issue of
extension headers appearing more than once in the same packet.
As far as I know, there is no reason for giving special consideration
to multiple Routing headers, and the required left-to-right processing
order for all extension headers makes the semantics of multiple Routing
headers unambiguous, I believe.
