If we do not loose sight of the fact that, with IP QoS,
the network (Internet) infrastructure, that delivers the packets
to destination, handles not only forwarding information,
but als QoS information, then we would accept that
the QoS information is in the same class, relative to privacy, with
forwarding information. In light of that, criteria to use tunnel or
transport ESP apply based on user needs.
