I think those are actually separate issues anyway.  Public addresses are
important for debugging but that doesn't automatically imply that numbered
links should be preferred over unnumbered links.  In the IPv4 world
personally I find using unnumbered links for large routing domains
referencing loopback addresses to be simpler than managing many /30
subnets.
