The universal bit is defined in 2373bis (addr-arch-v3) to
apply to most of the address space, thus it is not tied to the link-layer 
being Ethernet.
And IP-over-Ethernet spec doesn't do anything different as a function
of the IID when transmitting packets on the Ethernet.
